About the author GEORGE J. ANDERS is a senior research engineer at Ontario Hydro, where he previously served as a system design engineer. A lecturer at the University of Toronto since 1983, Dr. Anders is a senior member of the IEEE. He received a PhD in power system reliability and an MSc in mathematics from the University of Toronto.
