Yes -- it's in the Registry,
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters, value entry IPEnableRouter, set to 1.

"The FAT32 file system evolved from the traditional FAT file system used by DOS and Windows. Windows 2000 can format FAT32 partitions up to 32GB and can access FAT32 partitions up to the maximum size (although this is not recommended for partitions larger than 32GB). One downside to FAT32 is that, like FAT, it does not provide any local security."
