The first choice for submitting articles to Public Budgeting & Finance is online at http://mc.manuscriptcentral.com/pbaf. Full instructions and support are available on the site and a user ID and password can be obtained on the first visit. The electronic manuscript should be sent in two files, the first a cover sheet with all details about the author(s) and the second the complete manuscript itself without identification of the author(s). Footnotes should be at the bottom of the page. Manuscripts may be in Word97 or 95, WordPerfect 6.1/7, generic HTML, or RTF formats. Tables may either be part of the manuscript file or submitted as separate attachments.

The manuscript will have footnotes at the bottom of the page and a bibliography at the end of the text, and must follow traditional standards for headings and subheadings. Except for the placement of footnotes, we are less concerned about the particular format followed by first submissions, so long as the paper follows a consistent and understandable method. Final submission must comply with PB&F style requirements, as described in the journal.

Authors will be required to assign copyright in their paper to Public Financial Publications, Inc. Copyright assignment is a condition of publication and papers will not be passed to the publisher for production unless copyright has been assigned. (Papers subject to government or Crown copyright are exempt from this requirement). To assist authors an appropriate copyright assignment form will be supplied by the editorial office.

Please note: no manuscript will be considered for publication in PB&F that has been published elsewhere or has been submitted elsewhere for review.

Dual-Submission Policy

Public Budgeting & Finance solicits unpublished manuscripts not currently under consideration by another journal or publisher. Each author must provide the editor with a statement that the manuscript or a similar one has not been published or awaiting publication and is not, nor will be, under consideration for publication elsewhere while under consideration by Public Budgeting & Finance. All co-authors must comply with these requirements, either in a separate letter or in a single letter signed by all co-authors.

Any violation of this exclusive submission and publication requirement will be subject to any or all of the following sanctions at the discretion of the editor of Public Budgeting & Finance: the manuscript will be rejected if not yet published; a subsequent issue of Public Budgeting & Finance will contain an announcement of the violation of this standard if the paper has been published; the editor of the other affected journal will be notified, as will the author's and co-author's academic deans; and the author and all co-authors of the manuscript will be barred from submitting an article in Public Budgeting & Finance for up to five years.

The editors may take additional actions in particularly extreme instances. Editorial decisions may be appealed to the board of Public Financial Publications, the publishers of Public Budgeting & Finance.
